Macao Chief Executive Sam Hou Fai met with members of Beijing’s National People’s Congress yesterday to discuss future policy directions for the SAR. Traffic management, artificial intelligence (AI) regulation and Macao’s declining birth rate were among the topics discussed.
The meeting was in preparation for the Macao government’s policy address for the fiscal year 2026.
In attendance was Gao Kaixian, a member of the Standing Committee of the Congress, as well as several deputies. Suggested policy measures included setting up a scientific think tank to research effective policy, and establishing a sovereign wealth fund.

In response to the recommendations, Sam emphasised the Macao government’s commitment to proactive development of the SAR’s policies while improving its economy.
Sam also highlighted recent government successes, such as the community consumption campaigns that reward residents for shopping at local businesses with coupons. He also cited resumed issuance of outdoor dining licenses as an example of a well-received policy change.
Future priorities will include continued support for local small and medium-sized enterprises (SMEs) along with upgrades to transportation infrastructure to better meet the needs of tourists and residents, Sam noted.
