The Guangdong-Macao Intensive Cooperation Zone in Hengqin has undergone a leadership reshuffle in the wake of lawmaker André Cheong becoming Legislative Assembly president, local media reports.
Macao’s new secretary for administration and justice, Wong Sio Chak, has taken over as executive deputy director of the zone’s management committee, having previously served as a deputy director. The role is directly under co-directors Chief Executive Sam Hou Fai and the recently appointed governor of Guangdong Province, Meng Fanli.
Secretary for economy and finance Tai Kin Ip, meanwhile, has been made director of the zone’s executive committee, a step up the ladder from his previous title of deputy director.

Cheong, who was elected to lead the SAR’s legislature in mid-October, performed both roles until last week. Wong also succeeded him as Macao’s secretary for administration and justice, the second highest position in the SAR government.
The Hengqin reshuffle was officially announced on Monday. Established in 2021, the Cooperation Zone’s management structure is topped by a management committee made up of two bodies: the executive committee and the secretariat.
Hengqin is an island district of Zhuhai, Guangdong Province, that’s jointly administered with Macao. Its Cooperation Zone was designed to attract foreign investment and high-end talent while fostering innovation in support of the SAR’s broader economic diversification goals.
