P1 to P4 pupils not to be allowed to repeat

The government has drafted a by-law on the new official assessment system for pupils in schools, according to which P1 to P4 pupils will not be allowed to repeat a year.

Secretary for Administration and Justice André Cheong Weng Chon, who is also the spokesman for the government’s top advisory Executive Council, announced on Thursday that the government has drafted a by-law on the new official assessment system for pupils in schools, according to which P1 to P4 pupils will not be allowed to repeat a year.

The new pupil assessment system will take effect from the 2021/22 school year.

According to the by-law, only up to four per cent of the pupils in P5 classes and P6 classes will be allowed to repeat a year, while schools can only let up to eight per cent of F1 to F3 pupils to repeat a year.

Government-drafted by-laws, officially known as administrative regulations, do not require the legislature’s approval.
