The Executive Council (ExCo) has concluded discussions on the ongoing restructuring and reshuffling of Macau’s Civic and Municipal Affairs Bureau (IACM), and its new functions.
Under the reshuffle, some of IACM’s duties and functions will be reassigned to the Cultural Affairs Bureau (IC) and the Sports Development Board (ID).
Two hundred IACM employees will then work under IC or ID. The IC will manage 10 IACM facilities, while 20 will be managed by the ID.
The ExCo has analyzed a bill introducing amendments to IACM’s by-laws, which will soon be tabled at the Legislative Assembly (AL). It provides IACM with a new function, while revoking the bureau’s duty to promote and implement cultural, recreational and sports policies. The latter will be performed by the ID and the IC when the bill takes effect.
The deputy director of the Public Administration and Civil Service Bureau (SAFP), Kou Peng Kuan, told a press conference on Friday that they hope IACM will coordinate and promote a mechanism for planning developments among the interdepartmental public services.
Under specific protocols with other public departments, IACM will handle citizens’ requirements and procedures in the name of other public entities. It is intended to ease bureaucratic procedures, allowing for the development of the “one-stop” services.
Regarding staff transfers, IACM’s president Alex Vong said the 200 staff members’ duties will not change. They will perform the same tasks under either IC or ID.
ExCo spokesperson Leong Heng Teng promised that reshuffle preparation worksare currently underway, in order to ensure a smooth transition process.(macaunews/macaudailytimes)
