Dongguan authorities released their Dongguan City Implementation Plan for Promoting High-Quality Development of Service Consumption yesterday, outlining their designs for upping the city’s lifestyle spending.

The plan includes providing more support for local businesses by organising food festivals, sporting events and promoting nightlife activities. For the latter, the city will adopt a policy of greenlighting as many performances in bars and entertainment venues as possible.

Authorities also highlighted the Huanxin Loan initiative – an agricultural and small business refinancing loan program worth 10 billion yuan (around US$1.4 billion), among other loan schemes and credit resources.

Another key point was the creation of 12 pilot “15-minute convenience living circles” by supporting the creation of easily reachable service, food and retail venues within neighbourhoods.

In terms of tourism, the city hopes to continue making “Bay Area weekend in Dongguan” part of its local brand, integrating it with Zhuhai’s thriving tourism industry by improving the quality of tours between the two coastal cities.

Dongguan’s authorities also stated their intention to further utilise the tracking systems at the National Bureau of Statistics to better assess the performance of the local service industry.
