The government has finished developing a system of unique accounts for residents – referring to a single account for a person combining various public services by various government entities – and will launch the system next month, the Public Administration and Civil Service Bureau (SAFP) announced Thursday .

The bureau hosted a press conference to brief the media about the preliminary achievements of its smart government project that is ongoing. The press conference took place on its premises at the Public Administration Building in Rua do Campo. Smart government refers to smart public services.

The local government signed the Framework Agreement of Strategic Cooperation on Smart City Development with the Alibaba Group in August last year to develop Macau into a smart city, by using Alibaba’s big data processing capabilities to enhance the quality of the city’s public services.

Addressing the press conference, SAFP Director Kou Peng Kuan said that after the local government signed the framework agreement with the mainland-based e-commerce giant, his bureau commenced the first phase of the smart government project by strengthening coordination between various government entities and personnel of Alibaba Cloud – a subsidiary of Alibaba Group.

According to Kou, three pilot projects will be launched first for the new unique account system when it is launched in January next year.

According to Kou, the first project is a platform in which residents can make appointments and take queue tickets for public services by six entities – the Identification Services Bureau (DSI), Financial Services Bureau (DSF), Legal Affairs Bureau (DSAJ), Social Security Fund (FSS), Transport Bureau (DSAT), and Civic and Municipal Affairs Bureau (IACM).

The second project is a system allowing employers to do all the application procedures involved online for the application for the hiring of non-resident domestic helpers by the Labour Affairs Bureau (DSAJ) and the Public Security Police (PSP), according to Kou.

The third project is a system for residents to make enquiries about the processing of restaurant licence applications, according to Kou.
