The Spokesperson’s Office of the Government said that there was no change in the government’s current policy that it won’t allow the import of non-resident workers to be employed as dealers (croupiers) by local casinos.

This means, according to the statement, that the government’s long-standing policy which only allows local residents to work as dealers will remain intact.

The statement also said the government would further encourage the city’s gaming operators to organise more training programmes for its local staff. The statement said the programmes should aim to improve local workers’ promotion prospects and raise their “horizontal mobility”.

The government also pledged that it would further streamline gaming-related pieces of legislation and regulations, strengthen the gaming industry’s supervision and promote the sector’s sound and responsible development.

According to official statistics, the city’s six gaming operators employed 24,619 dealers at the end of last year, down 4.4 per cent year-on-year. Dealers accounted for 43.8 per cent of the sector’s total number of full-time employees.
